Can The Bay Delta Area Levees Hold Back a Multi-Day 15-Inch Rain Storm?

When Arnold Schwartznegger was governor of California, he urged the Democrats to cut spending on unnecessary and runaway entitlements and the need for pension and benefit reforms for employees. He also warned that the levee system around the Bay-Delta area was in serious need of repair and a big snowpack year and early run-off or major rain event and those levees might not hold. In that case the costs and damage would be astronomical. Like New York City engineers in California have warned for years of the need for upgrades and retrofits to protect against flooding.
